Abstract

Indonesia is not a country that has ratified the 1951 Convention and the 1967 Protocol on the Status of Refugees. Even though the Indonesian Government has issued Presidential Decree (Perpres) No. 125 of 2016 concerning the Handling of Refugees from Abroad, it has yet to have a significant impact in the field. One NGO that plays an active role is the Jesuit Refugee Service (JRS). This research focuses on the advocacy carried out by JRS regarding refugee policy in Indonesia, especially on issues of education and livelihood. The theory used is advocacy. The data collection methods used were observation, interviews, and literature study. The results of this research are as follows: first, the various reasons that JRS advocates for refugee policy in Indonesia. Second, the policies referred to in advocacy include international and national policies, various good practices, and the lived values and gifts of the Catholic Church. Third, the advocacy process is carried out starting with an internal JRS meeting with the refugees, monitoring information and "prioritization" of issues, formulating solutions, determining the "champion”, collaborating via workshops, monitoring policy implementation, and conducting evaluations of advocacy. Fourth, JRS's role in coalition with other advocacy actors, namely contributing to the side grassroots and focusing on working with the “champion” which is in government institutions as a form of tactic-insider which they do.
