Abstract
Hate speech based on the religion can be found easily in the internet. The existences of hate speech based on the religion causes many conflicts in society and it has a wide impact to the social, political, and economic in Indonesia. By using normative method, this research explains the relevance between hate speech and cyber terrorism, so it can be an understanding that this act is important to be regulated and to be a part of terrorism in its new form.

Ujaran Kebencian atas dasar agama banyak ditemui di internet. Adanya ujaran kebencian mengakibatkan konflik di masyarakat dan berdampak luas terhadap sosial, politik dan ekonomi Indonesia. Dengan menggunakan metode normatif, penelitian ini mengkaji relevansi antara ujaran kebencian dengan cyber terrorism, sehingga dapat menjadi sebuah pemikiran bahwa perbuatan tersebut penting untuk diatur dan menjadi bagian dari tindak pidana terorisme dalam bentuknya yang baru.
Kata Kunci: Terorisme, Ujaran Kebencian, Cyber Terrorism.
